I believe these are from the 80's and were sold by Montgomery ward. Turquoise in color and seems there is possibly a clear overlay. the white design appears to be hand painted maybe Asian inspired, and is a puffy type paint. {maybe just applied thicker on areas of the art} I would like to find out the manufacturing and additional information possible.
