Made in England duplex double burner

I got this oil lamp from a lady in Michigan. That said it came from Manhattan! I figure is old. Not sure how old really. . I can't get the oil cap off.. so haven't been able to use it. Any ideas? I don't want to damage it. I don't need to use it that bad.
