Any info about this salt and pepper set is appreciated

This is a small set marked Japan. It looks quite old. I'm wondering if it is Jack and Jill. Although neither shaker looks particularly feminine. They are sitting on a small piece of wood. One is holding his head and they have a bucket between them. Any info would be helpful, I can't find anything.

These belonged to my MIL.
