      Appears to be a hand rotary pump.

      Yep agree with BB2 the one I have is meant to sit in a 45 gallon drum and you turn the handle for pumping.

      We used to use them in the bush to fill planes with fuel in Jamaica.

      We still use these in the mill I'm at ,used oil to oil huge chains.
