A compact I found on a junk box of my mother's. It still has powder and press inside, box tells no tale of the maker.

I would think the maker is 'Ton - Ton. Here's a different style of compact they made.

I don't believe it's really made of shell, more likely that's how they described the finish. But if you do a Ton-Ton powder compact search you can find some more.
