Unusual bar glass hand painted inebriated gentlemen

I found these glasses in a thrift store. I thought these to be very amusing. Etched on underside "Made In Czechoslovakia". They do seem to be hand painted. Any idea about when these would have been made? I've looked for months every which way possible, to find anything similar. Perhaps someone had a hobby similar to theladies china painters of the earlier time?
