Antique Ethnic Skirt But From Where?

This skirt was given to me as a gift because I am known to love ethnic costume and folk wear. Because of it being so very fragile, I wrapped it up with not much knowledge of its origins and it has been kept untouched for decades. The fabric is paper thin, but the lace is thick and stiff. It has a tie waist and lining. The metallic trim around the bottom of the skirt is splendid! The person who gave it to me traveled in South America extensively, but I'm at a loss as to where to find it's origin.
