Lovely souvenir mocca or coffee spoons

I found these lovely mocca or coffee spoons in a charity shop. They seem to be silver plated and each has a crown hallmark and a different flower design on the handle. As far as I can tell a sunflower for the souvenir spoon of Cote d'Azur, a poppy (?) for Holland and a chrysanthemum (?) for Belgium.
Each spoon is just over 11 cm long and weighs 8 or 9 grams.

Have searched a lot on line and could not find any like these, so would love to know their origin and age, as well as the meaning of the crown hallmark.
