I believe this is an antique dish dating to the late Victorian times/early 1900's. It looks to me like vaseline/uranium glass. There is some simple enamel decoration on the sides and a transfer image of a couple sharing a drink in the centre. The dish is in excellent condition, except for some wear/fading(?) on the centre image.
I found one similar dish on line stating that it was English glass. I am not sure if this is correct.
