Please tell me about this

I was given this from my dad who was helping someone clean out their house and they were throwing this away. My dad knowing my love of antiques brought it to me. I am curious what it is and what it could be worth even. I want to re finish it because it is damaged on the top, however I don't want to make it worth less if it is worth something more than thought. It's Heirloom Weiman Quality which I've researched is from 1940-1968 it also has the number 7009 stamped as well as a 22. It has handles on all sides but only one side opens. It has wheels which seem to be heavy copper.
