This wrench is from the company of William Doyle of Wexford, makers of many types of agricultural machinery for the Irish market. Not sure which machine this wrench came with. Length is 8.25 inches.

5th Annual Hotter 'N Hell Tool Auction - Great Planes trading co. It said on few they where buggy wrenches. hope this helps you.
Thanks for the comment. I don't know if Doyles made buggies or carriages but it is possible. Their main business was in mowers, ploughs, seed drills, etc.
I have several similar wrenches and mine are for turning different size valves and connections like on gas tanks for welding, water shut offs etc.
Like many of these tools the design was probably used for several different trades.
