Need to know if this is the work of Pelbam, and it's value? It's an oil painting 24"x20" Sea Captain. Was in my Mom's house not sure of the origin.

Isn't there something written on the back? I've seen these before where a certificate of authenticity is on the back along with other info. But then you wouldn't have had to ask, right? It's got his signature on the front.
