Voss Hair Medicine Bottle

I believe this is a type of quack medicine. Either that or anti-dandruff but more likely quack.
One source claimed 1930s but likely just a guess. The bottle seems a bit ornate for the 1930s plus it has a cork stopper. My guess on this is early 1900s. It has just a bit of fluid in it. The bottle is fairly large at 9" tall.
