tool is 18" long, handle is wood, very uniform so I think manufactured not handcarved, all other parts are iron. Longest spring is 5 1/4" long, extends when metal mouth is moved over or under spring. Small spring is 1 1/4", is adjustable, allows metal mouth to open to about 4 1/4". A hole at base of handle is filled with wood, so something there broke off, hole is drilled thru & 1/4" round. No obvious missing parts in the metal working parts.
Any ideas??? I bought it at an architectural salvage yard, they have no history on it. Can send more detailed photos to anyone with some ideas.
This just has to be some kind of early can opener.

bobby725 is right. It's a clay pidgeon thrower. Googled it as antique clay pidgeon thrower and item is identical to mine. THANKS!!
You throw the can with it & open the can with a 12 bore ! And I thought everybody knew that !

I used one of these many times 50 years ago. Once you learn how to snap your wrist to eject it then it is easy. Fun memory
There is trick to the wrist action as I remember. (To open those cans) LOL !
