Although Keen Kutter tools are uncommon no matter what tool it is, the level is one that is one of the more common products they produced. The fluid looks to be similar to antifreeze (it's not however since this fluid is opaque, while antifreeze is transparent) The middle gauge is concealed within a steel plate to strengthen the tool and to display the famous Keen Kutter logo. More than likely these are still usable, as long as it's not broken.
