Says made in West Germany each thing is numbered 1-5 what is it? Was found in Husbands Grand fathers tools.

Think it's a Stanley knife with blade sharpeners !!
Or glass cutter !
Definitely a sharpener. Not very old though.
PS: It will do both knives and scissors.
It also has a glass cutter & glass-breaking notches, and I think the large notch with a single metal edge is supposed to sharpen reel-type lawn mower blades.
I have one complete with the original instructions although mine is made in England.
