Take it in and have it sized. I don't know how much that would cost but this is a cool piece and a shame to go unworn:)

14K is the "normal" European hallmark 14cr. The 1/21 I'vv never seen before but you can count on the 14K, I suppose.

If it is gold, but has a "coppery" color, it may be rose gold--gold which actually has copper added to it.

This ring is definitely marked 14K with an indecipherable maker's mark adjacent. Very unlikely a fraction of 1/21, that diagonal line actually looks a bit like a lightning bolt and is just part of a maker's mark. Very lovely design highlighting the center stone. Pink Gold, Red Gold, Rose Gold are all used to describe gold which has more copper in it. Your guess as to the time period of 30s/40s is very good, since lots of Retro Jewelry was done in Rose Gold, and Emerald Cut Stones were also very popular. But I wouldn't assume too quickly that it is Retro, because this setting also looks a bit Victorian to me, especially with the Mine Cut Diamond accents. Retro jewels often have a cleaner stylized geometric look, and your ring with its deep red stone looks a bit more antique to my eye... Possibly European. The center stone is a mystery until you have it tested. Very Nice Piece.
