WWII Item?

I recently acquired this from an estate sale of a WWII veteran. The veteran was not at the sale to answer any questions but I was told he was in the Navy and a pilot on an aircraft carrier. This item has four steel rods bound together with cloth woven wire. There are two rounded ends on both ends of the item and looks like it is designed to go onto something else.
