This tool was given to me. It screws apart and has a leveling buble on one end. I think it might be a machinest tool. Any help is appreciated

That it is a self made one most likely, I was a Mold Maker for many years and most made there own tools from the earliest days until the 1970s early 80s or so, a few still do however the store bought ones started getting just as good before then a lot of the tools were just not made by anyone or were costly plus back in those days the Company's didn't lay off skilled labor so they let us make whatever we wanted to help us do the job once the work rolled back in.
And we had full paid benefits none of this they pay some we pay the rest and many gave little extra's as well like paying for your license plates buying beer every Friday and ball game tickets... It all started to change in 1981 82 with Ronald Reagan busting up unions after that they just took a bit every year until we lost all the extra's, made 1/2 the money and paid for a good part of health Ins.
This is all about to start again only worse with Ronald Trump watch and see.
Oh yeah Donald hard to tell.
It appears that the level works when the tool is aligned horizontally, yes? Also, does the bubble work when it is on top or on the side?
This is a pipefitters "two hole" flange aligning and leveling pin.
The level does work when it is aligned horizontaly and the bubble is on top
