Heavily Carved (with Women's Heads) Oak Rocker

This is a rocker, purchased at an auction, without runners. While it was in bad shape, the carving deemed it worth restoring. I am trying to find it's approximate age, origin and how it was upholstered, but can find nothing even similar for guidance. Any help would be GREATLY appreciated.
