Looks Like Wedgewood, but isn't, no mark by maker-1906 is on the bottom - Blue Glass under a Wedgewood Blue porcelain coating, and flowing heads. A present to my daughter Linda.

No, not a candle holder--It is a perfume bottle , the old metal or silver top is still there but the stopper is missing. I am looking for one that will fit and sort of go along with the decor, but that may be near impossible,
