This is a mystery to me, what would it be used for or called?
It's been photographed standing next to a 2 pound coin to show size it looks like lead has been poured into the square opening at the base of the item!
That's exactly what it is. It is for a jeweler or anyone who does metalwork in that scale. The lead is to add weigh to stabilize it.

My grandfather was a dentist who graduated in 1909. When he died I got his dentist cabinet with the tools. Included was a small anvil the same as yours with the additional lead in the bottom. I assume it was used to make adjustments to the dental appliances for final fitting for his patients. He also had near it, a tiny rosewood mallet with about a two inch long handle. Both were in the same area of the cabinet.
