This is a cruise ship cap badge, does anyone recognise the flag colours or shape?

I'm led to believe that this an Iranian Cruise ship cap badge in the national colours, I don't believe that. So while its is a cap badge or a small belt buckle I just don't what country would have these colours..

Its all metal, so enamel front two rounded devices at the rear for receiving a pin.
