Too much corrosion to identify I'm afraid.

What can I use to clean it up so it can be identified without hurting it?

For cleaning heavy rusted items I use electrolysis. I used for a rusted 1925 Singer sew machine and works perfectly. Go to YouTube under "Electrolysis for rust removal". You are going to need a battery charger, carbonate soda like "Arm and Hammer Washing Soda" found in Walmart and a lot of patience. Follow the instruction with caution. It should work in this case. Obviously it not going to be as shine as new but will remove all the rust and later you can paint it and keep it for decoration.

The decorative exterior is fully gone. There is nothing left to ID.
