Solved. It is a Kutani circa early to mid 1900s.
The plate is about 10" diameter. It is thickly painted with a style that I have not been able to identify. It may not be underglaze, but the decoration has been fired. The markings on the back are raised red enamel. I have not been able to identify them either.
I believe that it is Japanese, but it may be Chinese. It may be Imari/Arita, but it may be Kutani.
Please help me identify this piece. I picked it up at an auction in a box lot and do not have any info on its provenance.
