      Not possible tell you who made it without knowing if there are silver/maker marks on it.

      Or what size they are. I thought at first they were those 'stork' scissors used for sewing or crocheting.

      There are no markings on this to be able to tell manufacturer. It looks hand made due to file marks. It's 7 1/2 inches long
