This is a pretty rare sign. I have done a little research in England. It is a tile which forms part of a larger stain glass window.
Its a Boots Cash Chemists 'mock Tudor' logo - used for a short time only, around the time of the First World War.
The cross at the top was possibly to emphasise the medical aspect of Boots products. Used between c1912 and c1918.
The logo / sign can clearly be seen in the glass above the entry way to the store.
