Not sure (at all) but looks like you could adjust the outer steel band with it? (in the field) OR stretch a rubber tire onto a rim? I do know I will be back to find out.
If there is a patent number on it (or any item) you can google the # and it should find it.

looks like some kind of hoof tester..
Well, the iron tires & bands on the hubs don't adjust. They are heat shrunken on & if the do get loose, soak the wheels in water & they tighten right up. I've never fooled with the rubber tires.
Looks like a BEAD BREAKER for rubber tires, The one shown is a little newer:

These are hog tongs - They were used to hold a hog by its snout so that a ring could be put in its nose, castration done, or any other task that needed to be done with the hog somewhat secured - The rounded part at the left in the picture went over the hog's snout while the shorter part went into the soft area on the underside of the snout
