Found this at a Good will store . I was doing research and all I found was flatware with logo. It's a shame someone tried to clean it !

Became part of Oneida in 1929. ‚‚Quadruple‚‚ means heavy, thick plating.

Your piece has a very distinctive mark. When it comes to identifying the name "Rogers" silver plate, "it gets quite complicated" (see attached link). There are Rogers all over the place, a lot of Wm. Rogers - a lot of companies run by a Rogers and two or three other partners.

Information is quite a way down the list. Haven't yet found your particular mark, but will research further - or you can, depending on your interest.\

      As said above it`s
      WM. ROGERS MFG. CO. LTD
      WM. A. ROGERS LTD
The link to your mark is here, scroll down to pictorial marks - exactly the same.
