Measures 18 inches long. Made of 1/4" diameter steel. Barn find. Possibly a blacksmith tool? Any ideas?

I suspect this is a fishing rod holder. Stick in ground. lay rod in small "Y" just ahead of the reel. Hook rear handle under the "J".

Could be that, Maybe to lift hot round stock?

PoliticalPinbacks - I have tried to pick things up with it, like lengths of pipe, etc. without success, unless it was made to pick up something with a specific shape. I'm still leaning towards UncleRon's idea.
