Found at the local transfer station.
Made of steel, and was once chrome plated.
Rust has taken care of that.
About the size of a pair of scissors.
Has an adjustable bar on the top.

    Solved:
Thanks to blunderbuss2, this appears to be a tool for setting the teeth of a hand saw.

Can we rework the teeth on our saw? It is so dull that when it slipped today and ground on my hand, it barely cut me. It got stuck in the tree sap more than it cut through the thick wood. And I had to take down several branches with it. LOL.

Yep SB you can or the hardware store can sharpen and re-set the teeth
