This Victorian vase is made from three layers of cased glass - clear over yellow, with an orange interior. The vase measures 13 cm tall, 11.5 cm across the double crimped top rim, & 6 cm across the base, which has a ground - out pontil mark. The vase has a swirling ribbed pattern, & the crimped top rim has a clear crest. The rounded, four sided form is slightly pushed in on each side.
I once had a basket in the same distinctive colourway, with a thorn handle, which got broken (the cat bumped it off) so nice to have another example of this rather un - Victorian colour scheme on a very Victorian shape. I have seen similar items attributed to Stevens & Williams, but I'm not certain of the origin. Could be English or Bohemian.
This has everything going for it - colours, clear case, ribs, squeezed sides, ruffles - I couldn't ask for more!

At the moment there is a listing on US ebay for a Welz Three Ribbed Ball Feet JIP Vase in this décor. The colours in the listing are more vivid than your vase but I think that is just different camera/lighting.
Also I have Welz vases with rims that have added crests......
