It's from the G.A.R. (says at top), or Grand Army of the Republic, which formed for Union Civil War veterans as a somewhat racially and gender-integrated fraternal organization in 1866 that ended when it's last member died in 1956. Progressive for its time.
Every city with a population of former Union Soldiers ended up having a G.A.R. post. There is lots of paraphernalia out there from them, and it's highly collectible at this time.
Often, groups (all the Posts in their state) of G.A.R. members would meet up in camps to do whatever activities and speeches they did. Otherwise, each Post had a meeting-place for regular activities.
