Mysterious, Handcrafted Brass Spoon

Picked this up at an estate sale because I thought it was so unusual, not because I knew what it was. In fact, I haven't a clue what it is, how old it is, nothing.

It appears to be brass, and was obviously created by hand. I've heard guesses from "it's a tea caddy spoon," to "it's for cooking up crack."
