Octagonal Bastogne Plaque & Reims Plaque

I have an octagonal Bastogne plaque and a round Reims plaque. Not sure about the Reims plaque.

The story about them is this...my parents live in a 55+ community. A neighbor of theirs was given them as a part of an estate and he passed them on to my dad who passed them on to me.

Any one have insight into the Reims plaque especially? I would appreciate it.
