I have this Bowl for quite a while, VioletOrange , help me at the time with the ID, she post similar bowl here on CW.
Very colourful Spatter glass, frosted from the top part outside, very shinny inside the bowl, extremely textured at the base, great addition to my Kralik Collection.
This Pedestal Bowl stand 5.25 inch tall, 9.50 inch wide.

Nice example, Ive seen this type of technique before where the decor was meant to be seen from both sides
