I was told this doll was my grandfathers who was born in 1906 in Oregon but don't know anything else about it. Is this a rare doll? Any info or thoughts greatly appreciated.

You have a German made low Brow China Doll she is the most common China doll found as they were made over a long period of time . 1900 and some even into 40"s But
by the 20's China dolls were pretty much on their way out . She has a homemade body not factory . You could just order the heads and a Mother would make body most came in factory made bodies of cloth . When posting best to tale a close up of face and have doll sitting up and nude so body construction can be seen , In your case I can see enough of body to know it is homemade. She is wearing antique clothes and a homemade dress that looks like the early 1920's . She may have had other clothes also . While she does not hold much retail value that she is a family heirloom makes her priceless :-) Not rare at all . You fail to mention how tall she is .
