It is healthy to question the reasons for anything. For the most outrageous of assertions, a blunt neon response should be lit like a TV studio APPLAUSE lamp. The Joseph Schlitz Brewing Company was likely well aware of this double-entendre application when "Say Bull" was chosen as the advertising slogan for their Malt Liquor product.
This neon is dated 1979 on a Jos. Schlitz "ownership" tag on the frame.
