Anyone know exactly what this is and how old. Thanks 29" x 15"x 11" my guess would be a cradleboard/basket but doesnt match anything ive found.

is bound using sinew cordage.
It's not a type of baby carrier, nor a style of basketry, made by any Native America tribe, so I'd feel safe in eliminating that possibility.
I am not familiar with this form, and can't say exactly what the basket was made for, but the woven part is typical of basketry from the Shanxi province of northern China, as is the bound rim finish, and the way the cross-stick is attached to the rim. Traditional Shanxi baskets often have a farming/work connection, so I'd suspect something along that line.
