His face looks like painted oil cloth or some type of cloth applied over a mold . The cloth and came loose in spots and slipped causing the wrinkle . These types of dolls found in 1940's . Hard to say who made him and I am not sure why body is 2 different colors that is unusual unless repaired at some time . I will try and find one like it to show you ok
I am thinking yours maybe earlier than 40's by painting of eyebrows . I am just showing you a link of oil cloth face that did what yours did this is NOT like your doll except material on face. This get very hard when painted and I believe they used painted cloth like it to wrap around arm mold too .
