Pencil-nec…

Found this little puzzlement recently and have been trying to suss out what it might be. Certainly not very effective for soup, to be sure.
Just over 3-1/2" long and unmarked, it will sit on a small glass by itself, albeit close to the rim. Most traditional absinthe spoons look more like cake servers and allow the sugar cube to rest more to the middle of the glass to allow water to be drizzled down into the liquor over the cube, thereby diluting the bitter-tasting absinthe.
Even more curious is the fact that there is a whistle formed into the handle!
If anyone can figure out some use for this other than absinthe, I would love to hear it.
I think this is a victorian baby toy. I'm not sure it's complete, because the ones I've seen were more elaborate, with bells and stuff attached, and multiple of the flower components (that I think should have something that "rattles" in them)... but I'm still pretty sure that's what it is.
