Found at a local flea market. Guy selling ot had no idea what it was and neither do I. Maybe some kind of wire crimper?

I'm not certain but I think it's a cork compressor - to make a pre-cut cylindrical cork smaller so it goes into the bottle and then expands back to full size - for a tight fit.
UncleRon is correct, it was used for reducing tight corks of different sizes. Often used in conjunction with a corking machine to bottle beer but also for other bottles. Sometimes the corks were soaked in water to make the task easier.
