What's the deal with this chair?

So I inherited this storage until with my uncles stuff. He was redoing this old chair. First off, anyone have an idea how old?
Secondly , you'll notice in the pictures that there are arms under the armrests that fold all the way out. I can not find another chair anywhere that does this. Anyone have more information on this and what the fold out arms do?
