Bear on bicycle toilet paper holder

Cute toilet paper holder with a bear on a bicycle. It is entirely made of hard plastic and and the bear still can pedal. Looks like it could have been made from either the 50s or 60s or 70's. There are no markings to show who made this. I imagined that it did not sell well because the sides can easily crack or break because of the thin hard plastic. The intention was good as it encouraged toddlers in their potty training.
