If it mounts on a wall the strap just hangs there; it has no relationship to the pulley. I'd like to suggest that it's a bus or subway-car stability grip/strap (if you've ever tried to stand on a moving bus you know how difficult it can be). The pulley was simply the guide/keeper for the "emergency stop" signal wire which runs the length of the car.
