I believe this is a Cattle De-Horning Tool, missing the upper and lower blade assembly's. In the 10 or so makers of this tool that i found, i did not find an exact match to yours, but all had the same gear and blade holder configurations.

This has been answered once this month.
fhrjr2- I'm not satisfied that we answered it, although some kind of band crimper/sealer with replaceable stamping dies is closer than anything else in MY opinion. Maybe the tool went with the truck/wagon driver and the stamps stayed at the various farms (?)
I do not believe it was any kind of de-horner although the mechanism operates the same way. Dehorners were heavy-duty cutters; blades would not simply clip on or drop in, and there are no provisions, that I can see, to fasten them solidly. This is the third one here in the past year or so and I'm really interested in seeing proof of purpose, i.e. the patent, an advertisement, or testimony from someone who actually used one. :-)
Ah that's why I said MIGHT lol Wire fence stretcher was also brought up, Many of the images from the link do say de-horner , the internet said so lol the internet wouldn't lie ;D Now I'll have to dig and come back to find out.
