Cased Glass Swirl Vase

I don't know anything about this vase except for the fact that it looks to be very well made. It looks like the inside is a white glass and there might be a clear layer of glass over the whole vase. Inside there is what looks to be something written on a folded piece of paper and 2 tiny wooden carved pegs. Any help would be greatly appreciated!
