    Does anyone know if this is Limoge? My grandma brought them from France in the early 1900's. My mother told me they were oil lamps. One is completely rusted out. The other is intact and has the markings GOA on the bottom plate. There are no markings on the porcelain.

      It's a good chance these are from Limoges, but it is an area, not the maker. There were many manufacturers in the Limoges region, so you may need to check some lists. These are a starting point:
      http://www.infofaience.com/en/limoges-marks
      http://www.limogeslovers.com/
      and Kovels probably have a list too. Otherwise Google images for Limoges backstamps.
