Woman's Cologne Bottle

Not sure if this is a cologne bottle, but I cannot read the bottom. Perhaps someone with a similar logo can read it. At first I thought it said Nestle, but do not even think the first two parts are connected to make an N. Also has made in U.S.A. All the lettering is solid block. On the bottom there is also an 8 facing out from the side. It measures 4.75" x 2" x .75". The middle is a bit more than 1.5". It is shaped like an hourglass with a blue cap. The shape on the front and back is embossed. Would appreciate if someone could tell me what it says. Thank you!
