Old Wooden Fishing Lure

For some reason lately, old fishing stuff is coming to me, for whatever reason. A friend recently gave me a box full of lures and stuff, most of which are obvious, because they are marked or in a box. This one, however, has no markings of any type. Does anyone know if it is some homemade lure or if not, who might have made it and what for? Appreciate any information.
